Carnet Categories In China
An ATA carnet in China can be used for trade exhibitions and fairs, professional equipment, or commercial samples. A welcome widening of categories which took place in January 2019, part of China’s growing carnet use.
Carnets are normally valid for 6 months, an extension is possible and goods in transit are accepted. Descriptions of goods need to be clear and accurate, Chinese customs officials may otherwise decline to accept your ATA Carnet.
An Up To Date Environment
Electronic data registration will be required for all carnets. Your freight forwarder should take care of this, if goods are being shipped.
If you are taking carnet items as hand luggage, you can pass through but also need to attend the nearest CCPIT/CCOIC office within three working days. They are available in most large cities.
Carnet Development In China
The Chinese government have seen the benefit in carnet use and are promoting them. In 2017, they launched a plan to establish 14 provincial locations for acceptance.
The flexibility which came through exempting more categories of goods from import duties in 2018 has improved further, with all carnet categories now accepted.

Chinese lead authorities rarely say local customs officials made a mistake. They simply used their discretion as they saw fit in the circumstances.
